CARPER law is signed into law as RA 9700 at Plaridel, Bulacan. GMA is quick to claim it because it was her father's legacy. However, the actions of her sons and brother in law in Congress speaks louder than her press release. CARPER had sailed roughly because of the Arroyos in Congress. Let it be known that CARPER law was passed because of the farmers who marched, the Church who walked with them and the determination on those who believe that agrarian reform brings good to everyone. Maraming Salamat lahat! Though the Constitution affirms the right of farmers to own land, the government has failed to protect it. We need an agrarian reform law that will completely and continually fund land acquisition and distribution after 2008, and make necessary changes that will prevent others from conveniently breaking it. We deserve a government that makes good on its duty to the people. Join the national movement of people who want CARPER now. Why CARPER? The law says so. Section 4, Article XIII of the Constitution mandates that "The State shall, by law, undertake an agrarian reform program founded on the right of farmers and regular farm workers, who are landless, to own directly or indirectly the land they till.” The same section adds, "the State shall encourage and undertake the just distribution of all agricultural lands, subject to such priorities and reasonable retention limits as the Congress may provide." It can be better. The law has not stopped others from breaking it. Titles already awarded to agrarian reform beneficiaries are cancelled. Many agricultural lands are wrongly exempted from CARP coverage and converted to corporate and other uses. Schemes like Stock Distribution Option and leaseback do not really guarantee that farmers will physically own the land they till. Consolidated House Bill 4077 or the CARPER bill will make the law better. The CARPER bill not only extends funding for land acquisition and distribution but includes reforms to address gaps and loopholes. It’s good for farmers. Through CARP, 4.5 million farmers have full control of 7.2 million hectares of agricultural land. There are 4.5 million Filipinos whose lives are better by owning the land they till. The CARPER bill ensures even more effective implementation and political will. Imagine how many more lives can be helped and fewer Filipinos facing poverty and injustice. It’s good for Filipinos. In both rural lands and city streets, people are begging for money and food. Without CARPER, farmers in the countryside are unable to harvest crops intended for all of us. The cost of living rises wherever we are as we pay for imported rice to feed our families. Agrarian reform isn’t about the farmers’ struggle alone. It is every Filipino’s fight against hunger.
